Most blacks in prison in the bay area have terrifyingly violent criminal records. They don't jail blacks except for persistent, repeated, and serious crimes. By and large, the milder law enforement, the greater the disparity in black and white imprisonment rates. Blacks commit the great majority of violent crimes and face to face robberies, though the disparity for killing people is less extreme. Black criminality is also more responsive to law enforcement than white criminality. Where law enforcement is firm and harsh, blacks shape up. Under a sufficiently severe regime, blacks are actually more law abiding than whites - but by modern standards, such a regime is remarkably severe.
