I believe in many of these so-called attacks, when they're real ones, the US plants bots on Chinese, Russian, computers that attack US agencies, commercial institutions, etc, and steal the data for the US intel community... One thing Snowden's doxdumps showed was the US LUVS industrial espionage. Can stealing credit card and other personal data for resale be off-limits then?
