Perhaps you're suggesting this for free people in a locality where individual rights and freedoms are upheld? In your linked article, those (including reporters) who expressed on social media an intention to attend a peaceful protest in Cuba, had plainclothes police turn up to the front doors and prevented them from leaving home - here's the quote from your above linked article: But protesters did not show up, though a strong police presence was noticeable.
