Government cannot produce science and technology, except by buying it or confiscating it from private actors. When the US captured Wernher von Braun it tried to build rockets and failed. It asked him how his rockets were built, it looked at his rockets, and it still failed. When it put him in charge, then it succeeded. And when he died, rocketry stopped advancing until Space X. Government funded him to build bigger rockets, probably bigger than the private sector would have or could have. But it funded him because he was already building rockets, as Hewlett Packard had already been building electronic equipment, which work was disrupted, not sponsored, by the wartime electronic counter measures work. German rocketry started with the Verein für Raumschiffahrt (Society for space travel). German rockets were based on VFR work, and American and Russian rockets based on German work. And the Nazis shut down VFR, as the American Government shut down Hewlett Packard. Silicon Valley was not born of the Harvard Group’s Electronic Counter measures. If it had been, Silicon Valley would be located in Harvard, where almost every member of the Electronic Counter Measures group was and remained. Before the revolution, Russians were among the world leaders in creating planes and such. After the revolution, Lenin had to hire American experts, and all Soviet cars were inferior knockoffs of American cars. They did OK in building guns and suchlike, but that was Russian socialism competing with American socialism. And when American socialism attempt to create technology, what does it do.
