Sia is very cheap and many people offer free payment for storing data e.g. https://skyportal.xyz which stores with 10x redundancy for free, but permanence without payment is not guaranteed by the protocol. That is likely changeable with a fork of it or of any similar storage economy change. Sounds like you're talking about maidsafe's goals. Wherever data can be sued, its words therein, there shall be no freedom. A massive encrypted anonymous overlay storage network of some sort is needed that world's users assign use of slack space on their drives.
