NY Judicial Complaints Rise As Watchdog Seeks Funds, Reform

New York's judicial watchdog cited a record number of ethics complaints against state judges as it lobbied Albany legislators for funding Thursday, expressing disappointment that the governor's office slashed its budget request and pointing to needed reforms.
