to be honest, this being argentina, the most likely explanation is local incompetence. Then again, Im pretty sure the amerikan 'cybercommand' knows well that given the level of incompetence here, their 'experiments' will never be traced back to them. as to it being sabotage to damage the 'image' of worthless scum like the (current) government, it seems pointless. The govt can damage its own image pretty well without any help from any (non-existent) opposition.
