implants involving law enforcement (to escalate seriousness) note: already portrayed police officer with exposed brain haven't decided if scene would have an officer of the law being implanting, or implanting another. maybe implanting another officer of the law. of course that's similar to rw2 already i've likely tried a little to avoid making bad tihngs up about officer's of the law, but i imagine it doesn't last forever in this environment, unless real things are learned
