The story is that President Kennedy, an outspoken critic of the military-industrial complex, pulled selected Special Forces officers aside when he visited Fort Bragg in October of 1961. In a very informal conversation he asked these officers to promise that if the US military was ever used against the people of the United States the men of the Special Forces would use their very unique training to assist the people. According to the legend, this promise has been passed down through the decades to some of the soldiers wearing the Green Beret today. These men make up what the media and DOD investigations have referred to as “The Special Forces Underground.”

The Special Forces collaborated with Nazis in Southeast Asia after WWII and before it became an 'inherited war' from France, and so did the French Foreign Legion which hired them directly I believe. The collaboration by the Special Forces with the Mafia to import Herowhine to US ghettos via Marseilles is much better known and there may be some connection to the earlier association but I haven't really researched it.

In the context of Col. Prouty's presentation of the history of U.S. involvement in Southeast Asia, this would be a case where Special Forces means Central Intelligence Agency. Where and as the well justified paranoia of "cooler heads" in Washington limited the CIA's access to funding, manpower and matériel for anti-Communist operations, Dulles and his guise had legal authorities and practical procedures for borrowing the resources of any branch of the U.S. military. For "borrowing" read "co-opting and infiltrating." Whole units became de facto CIA assets where and as required, along with effectively unlimited supplies of arms, vehicles, etc., all on the books as Army, Navy or etc. assets. After the operations in question were concluded, the personnel involved who had been read in regarding their temporary roles remained as de facto permanent agents in place, available on call for any favors etc. as required. CIA was supposed to reimburse the various services for the costs of their cooperation. The fact that such operations ever happened was disclosed only to properly cleared personnel on a need to know basis, so those in Pentagon accounting positions relevant to this process became de facto "double agents." They took all that information with them when transferred or promoted, so the payment obligations in question often got lost in the shuffle. How this creative accounting process evolved alongside the development of electronic bookkeeping methods since Prouty's day has not, as far as I know, been publicly disclosed.
