The Mexican government saw the future in these cornfields spread across the dry Texcoco lake bed about 18 miles east of Mexico City. Here it envisioned spending $2.3 billion for a state-of-the-art, six-runway airport that would be Mexico's shiny new face to the world for the 21st century.
