One might be able to fab computers at small scale (FPGA, organic transistors via inkjet, whatever), but it will be tough to create global networks using just overlapping patches of wireless. Especially, if rogue wireless will be rather illegal.
UUCP will work as long as people can talk over telephone and there are modems available. The harder and more inconvenient it becomes to connect the higher average IQ of participants will be. There is hope. Just imagine the absence of short-attention span morons that find uucp too complicated.
