As Michael Froomkin has noted, this will require an act of Congress. I expect the administration to send a pro-GAK bill to Congress in 1997.
That's a good estimate. I think we can expect it to pass in 98 or 99. This gives us a little over a year to make crypto ubiquitous. That's not much time.
