That's in infaction of the voters civil liberty. To throw away a vote because the groups managing the election screwed up is the wrong answer.
Take it down to its most general form. Gore and Bush are tied. My ballot was mangled during processing and is unreadable; I successfully sue for a rerun of the election, just for my ballot alone. Is this a good thing?
As a citizen you have a RIGHT to have a counted vote, convenience with respect to the organizers isn't an issue.
