PGP4.5 does both of these things. I wonder if their modifications are compatible with PGP Incs newer version.
It would be a pity for the versions to get out of sync and cause compatibility problems.
If PGP4.5 follows the PGFormat.Doc specifications, there will be no problem despite ENCR/SIGN, which is not covered by the PGFormat.Doc.
