Oh, certainly. But snorting the powder wasn't the idea. The idea was to cause alurum and confusion. I figure, if the masses are panicked by powdered sugar and talcum powder, they might also be panicked by a pile of yeast. Except that they're probably too ignorant to be scared of a _brown_ powder. Which was the reason for the experiment in the first place.
