Maybe they dynamically turn off the modem compression feature at both ends during an image download. LZW-like compression actually adds overhead to files which are non-text based.
But any modern modem has v.42bis, and with v.42bis it automatically shuts off the compression anyway! (Maybe that was just v.42, I forget, but it doesn't have the problems that MNP5 has with compressed files) Either way, this feature already exists....
