Put another way, if the Feds seriously believe someone to be a terrorist, for chrissakes, arrest 'em! We've seen that habeas corpus is no deterrent, after all. There may be limited reasons to keep an honest-to-goodness terrorist under surveillance, but the new law won't help there -- the FBI already has the power it needs. -Declan
