It has become fashionable these days to say "The government can't suppress <whatever>", usually with the smug implication that the speaker is getting away with <whatever>, and thus is more studly than the government. However, these people are almost always wrong. The correct statement is "The government isn't willing to expend the effort to suppress <whatever>."
