I would suggest millicent to 1/100 of a penny for web page access. A penny a click would make me think twice, 1/100 of a penny would not cause me to consider it. But to be honest, today I would avoid a pay site and go to the free sites.
That being the case, I'd say a penny is just right. Enough to make one think, but not too hard.
