I think they must be implicitly refering to the anti terrorist act which allows surveillence without a court order if national security is involved or if foreign nationals are involved, etc.

Of course, anything, such as a certain DEC machine, could be construed as a threat to national security... Wouldn't want any 'foreign nationals' getting their hands on a computer, would we...<G>
