Wellll...there is the rule about speech which endangers; "fire in a crowded theatre" is the cliche-example. What could a terrorist SAY that would endanger?
Hmm most groups gain support and new members ('followers') by 'words'. (Although some may get that by their actions.)
Personally, I'd rather have terrorists building html than bombs.
