In a 19 July, 2004 press release, Albrecht made a clear mention of the imaginary 160:

But maybe the officials have a real (locating) transmitter implanted in their leg. The corrupt cops kidnap the official to get the fake implant, and in the process the kidnappers expose their own operation?
