Clinton/Gore and Commerace vs. State...

I seem to remember that Clinton and Gore indicated that they would move regulation of the encryption technology from the State Dept to the Commerace Dept when they were elected. Now, things are more on hold. Can anyone bring me up-to-date on the whole story? -Peter
