Thing is, anyone with access to quality spores could probably have swung a major deal with the TLAs --tell 'em what you know, get the American lifestyle and/or a new identity. Doesn't work for ideologically motivated though. Same reason an N million $ reward just illustrates the American value system, to the True Believers, without swaying a potential informant.
