The ethnicity or religion or political affiliation are not the only risk factors. What about something so plain and simple as money? Would the author advocate rounding up the needy and the greedy? Have not enough money? You're a suspect. Have too much money? You're a suspect too. Now imagine the fun if these two categories would overlap...
