What the Russians did at Beslan was wholly negligent. They pumped in
   tranquilizer gas, they can do that, governments are allowed some
   discretion in that area. But the gas was apparently classified, they
   had civilian doctors treat the victims without any knowledge about it.
   Russia isn't a small country, they have plenty of military doctors they
   could have pulled to treat people.
   They also take in corruption as much money as the Soviets had spent on
   defense. Instead of protecting their country or investing in it, they
   enrich themselves many times over.
   They also ban comedy. No legitimate government bans comedy.
   P.S. The Soviets import as much grain as Russia currently exports.
   Someone, go puzzle that out.
