This sounds lots of fun to engineer, but if real is certainly not a
normal unclassified technology as far as my outdated brain is familiar
with. It seems a little rude to not share a research paper or patent
or something.

The casual implication is simply that normal cell communications can
be received from outer space, which yes means that anybody with a
satellite can track anybody on earth below them.
